TTPO Press Conference on Results of “Cracking Cross-Border Financial Fraud and Money Laundering Case” Seized Illegal Gains More Than NT$100 Million including RM Diamond Watch Sold for NT$39 Million at Auction

The Taiwan Taichung District Prosecutors Office (TTPO) Prosecutor CHANG Fu-Chun led the judicial and police agencies including the Ministry of the Interior/National Police Agency/Criminal Investigation Bureau, the Taichung City Government Police Department and the Taipei City Government Police Department to collaborate with U.S. law enforcement authorities to crack the cross-border financial fraud case between Taiwan and the United States. On the afternoon of May 14, 2025, the press conference on the results of "Cracking the Cross-Border Financial Fraud and Money Laundering Case between Taiwan and the United States" was held in the auditorium on the 7th floor of the Taichung Juridical Building. The Executive Yuan Premier CHO Jung-Tai appointed Minister without Portfolio LIN Ming-Hsin as the representative to attend the conference. Supervisory Special Agent Brian Sherota of the U.S. Homeland Security Investigations (HSI) in Taipei, and the heads or deputy heads of the law enforcement authorities attended in person, including Minister of Justice CHENG Ming-Chien, the Department of International and Cross-Strait Legal Affairs Deputy Director WONG Pei-Hsien, the Supreme Prosecutors Office Prosecutor TU Ta-Jen, the Taiwan High Prosecutors Office (THPO) Chief Prosecutor CHANG Tou-Hui, the THPO Taichung Branch Chief Prosecutor LIN Chin-Chun, the Administrative Enforcement Agency Director-general MIAO Jhuo-Ran, the Criminal Investigation Bureau Deputy Commissioner HSIAO Chin-Chieh, Taichung City Government Police Department Deputy Commissioner LIN Feng-Chuan and TTPO Chief Prosecutor CHANG Chieh-Chin, to congratulate the investigators for their hard work and publicly praise the meritorious personnel. The attending officials expressed high recognition for the new situation of the “Agreement on Mutual Legal Assistance in Criminal Matters between the Taipei Economic and Cultural Representative Office (TECO) in the United States and the American Institute in Taiwan (AIT)" originated by this case.
In his speech, the Executive Yuan Minister without Portfolio LIN Ming-Hsin expressed his gratitude to the law enforcement officers for their tireless work and achieving positive results in combating fraud crimes. He also pointed out the three highlights of this case: First, through mutual legal assistance between Taiwan and the United States, the two sides formed a joint case-handling team and successfully arrested the ringleader of the cross-border money laundering gang. He especially thanked HSI for close collaboration with our prosecutors and police. Second, the results of this case prove that based on mutual trust and mutual support, Taiwan and the United States will have more opportunities for cooperation in the future to jointly combat cross-border fraud and other crimes. Third, we seize the criminal assets and make the same cashable so as to return the proceeds of crime to the victims. The seized fine goods, luxury watches, virtual currencies and luxury cars in this case are auctioned at the current rate today, preventing the fraud gang from enjoying their illegal gains. The auction proceeds will be returned to the victims to help compensate for the losses, so that the public can truly feel the government's determination to combat fraud.
HSI Supervisory Special Agent Brian Sherota said in his speech: HSI and Taiwan's prosecutorial and police authorities conducted a cross-border joint investigation and successfully dismantled a criminal gang. Mr. Sherota especially expressed his gratitude to Taiwan’s agencies for close cooperation with the Homeland Security Investigations Offices including HSI Los Angeles, HSI Nashville and HSI Taipei. He also thanked Minister without Portfolio LIN Ming-Hsin for his support and attendance, and commended the Executive Yuan for its emphasis on international law enforcement collaboration. The success of solving this case sends a clear message to global fraud crime gangs: no matter where they are, their illegal networks will be targeted, dismantled and destroyed, and no one will be allowed to prey on innocent people again. In the future, Taiwan and the United States will continue to deepen systematic cooperation, trace financial flows, expand arrest operations, prosecute crimes, and safeguard social security and financial order, demonstrating impeccable determination for international cooperation.
With the assistance of Ministry of Justice and the Taiwan High Prosecutors Office , the HSI team visited TTPO in March 2025 to investigate and collect evidence and then carried out the evidence transfer procedure in accordance with the Agreement on Mutual Legal Assistance in Criminal Matters between TECO and AIT. Subsequently, in April 2025, TTPO Head Prosecutor CHEN Hsin-Lang led Prosecutor CHANG Fu-Chun and the personnel from the Criminal Investigation Bureau/International Criminal Affairs Division to the United States. With the assistance of U.S. law enforcement authorities, Prosecutor CHANG Fu-Chun directly interrogated the co-offenders as the witnesses in this case and obtained key testimony. This was the first time that a prosecutor from Taiwan personally interrogated the witnesses directly in the United States since the “Agreement on Mutual Legal Assistance in Criminal Matters” was entered into by and between TECO and AIT, marking a key milestone in Taiwan-U.S. judicial cooperation.
After the press conference, all the distinguished participants attended the auction entitled "Anti-Fraud Action Group, Auction to Protect People's Property" held at the atrium plaza of the TTPO Second Office Building, witnessing the auction process of the illegal criminal assets seized in this case, including valuable RM diamond watches, diamonds, cryptocurrencies, and Lexus RX350h cars. The public participating on site was very active and enthusiastic about bidding. Ultimately, the RM diamond watch was successfully sold for NT$39 million.
